An Eco-Sphere will generate 1 point each turn that it operates. It needs 1 power per turn, plus one work team. You should know about power by now. Teams are created by building Habitats. Each new habitat causes additional colonists to arrive, and 3 more teams become available to operate Eco-spheres, Training Halls, and/or Research labs.
Since you start with neither a habitat nor a Eco-Sphere, you need to put both your constructors to work at once to build a habitat and an Eco-Sphere. Use your engineers to build one more power generator and connectors as needed. "Start" the Eco-Sphere as soon as it is built. Defend your complex against enemy attacks during construction.
